制度环境视角下我国校园足球政策执行纠偏策略研究

我国校园足球新政执行至今,虽然取得了一定的阶段性成果,但是,政策执行过程中出现的走样、跑偏现象不容忽视。引入政策执行偏差解释理论的制度环境视角,运用理论分析结合具体案例和访谈材料,探讨了当前我国校园足球政策执行偏差问题产生的机制。研究认为,我国校园足球政策在执行过程中之所以出现偏差,是在应试教育和学校安全事故规避背景制度的阻力制约下校园足球政策本身提供的激励程度不足导致的。要想改变这一局面,一方面需要通过背景制度设计,提高学校体育的资源获得能力,明晰学校安全事故的责任担当,另一方面需要提升校园足球政策本身的激励程度。

Deviation-correcting Strategies of School Football Policy Implementation in China from the Perspective of Institutional Environment

Although the implementation of the new policy of school football in China has achieved some stage results,the phenomenon of aliasing and deviation in the process of policy implementation cannot be ignored.This study introduces the institutional environment perspective of the interpretation theory of policy implementation deviation,and uses the logical analysis method combined with specific cases and interview materials to explore the mechanism of the deviation of the current implementation of school football policy in China.The research shows that the deviation of the implementation of the school football policy in China is due to the insufficient incentive provided by the school football policy itself under the restriction of the examination-oriented education and the school safety accident avoidance background system.To change this situation,on the one hand,we need to improve the ability of school sports resources acquisition through the design of background system,and clarify the responsibility of school safety accidents;on the other hand,we need to enhance the incentive level of school football policy itself.
