技术产出弹性、两阶段创新效率与高技术产业竞争力研究

摘    要:以技术存量水平为门槛变量,对高技术产业生产方程进行分解,发现区域间技术产出弹性存在显著差异,据此对29个地区分组建立前沿面,测度知识生产和成果转化两阶段创新效率,并研究创新效率对区域高技术产业竞争力的实际影响。结果表明:①先发地区凭借较高的技术产出弹性,获得远超其它地区的高速增长;②产品生产中的创新效率,即成果转化率提升能够显著促进产业竞争力提升;③知识生产中全要素生产率提升能够显著扩大产业竞争力上升幅度,但知识生产中技术效率提升对产业竞争力的影响并不显著。

Abstract:Taking the technology stock level as the threshold variable, this paper decomposes the production equation of high-tech industry, and finds that there are significant differences in the elasticity of technology output among regions.Based on this, 29 regions are grouped to establish the frontier, measure the innovation efficiency of knowledge production and achievement transformation, and study the actual impact of innovation efficiency on the competitiveness of regional high-tech industry.The results show that: ①under the high elasticity of technological output, the first developed areas have achieved a high-speed growth far beyond other areas; ②the innovation efficiency in product production, that is, the promotion of achievement conversion rate, can significantly promote the improvement of industrial competitiveness; ③ the promotion of total factor productivity in knowledge production, and the significant expansion of industrial competitiveness, which are the icing on the cake factors However, the technical efficiency improvement in knowledge production has no significant impact on industrial competitiveness.
