学界的声音:机制重建势在必行

20世纪90年代以来,以揭露和规范学术研究中的各种不规范现象为己任的学术规范与学风建设,成为中国大陆学术界新的关注热点。在有关的学术讨论中,人们过分关注学者个体的学术失范问题,而对学术研究管理中的学术腐败问题重视不够。学术管理机制在权力运行当中的根本性缺陷在于,行政权力替代了学术权力,从而使学术管理事实上成了行政管理。学术管理机制的重建应该在以下方面进行努力:杜绝“近亲繁殖”,规定各高校培养的毕业生不得留在本校;建章立制,彻底禁止以权谋学;建立合理的学术制度和学术规范,取消诸多不必要且引发很多问题的评审制度;大学管理应以学术管理为主导,确立学术自由的价值理念和教授治校的管理模式。
