The local industrial group can not only form the foundamental space framework of the current world economy,but usually represent the competitiveness of a country or a region.The key to the rejuvenation of old industrial bases in Northeast China is to build up some dominant industrial groups,including the big enterprise groups' strategic alliance linked by the value chain as well as some small and medium-sized enterprise groups led by the nucleus enterprise.Therefore,the reconstruction of social capital becomes a key factor in this regard.
