我国推行BOHS政策可行性分析

目的对推行人人享有基本职业卫生服务（BOHS）政策作出评价分析，为政府和职能部门推行BOILS政策提供理论依据。方法调查卫生部某BOHS试点区及内地某市职业卫生工作开展情况。结果两地职业卫生工作开展不均衡，某试点区的职业卫生工作力度明显大于内地某市，监督员专业监督天数比为3．5（L／周：1．5（L／周；有害因素企业监督覆盖率为1．9：1；监测率为1．4：1；职业健康检查率为1．5：1；卫生知识培训率为2．6：1。结论推行BOHS政策是一项民心工程，是国家的庄严承诺，在全国范围内实施这项庞大工程有一定难度，但只要政府部门高度重视，职能部门积极工作，实现这一目标是有希望的。

Feasibility Analysis on Implementation of BOHS Policy in China

Objective ] To evaluate and analyze the implementation of BOHS policy, provide the theoretical basis for implementation of BOHS policy. Methods]The implementation status of occupational health work in a BOHS experimental area and an inland city was investigated. Results] The occupational health work in two areas was different. The strength of occupational health work in the BOHS experimental area was better than that in the inland city obviously. The ratio of professional supervision days by supervisors was 3.5 days / week ： 1.5 days / week, supervision coverage rate of hazards factors in enterprises was 1.9 ： 1, the monitoring rates was 1.4 ： 1, the rate of occupational health examination was 1.5 ： 1, and the rate of health knowledge training was 2.6 ： 1. Con- clusion] The implementation of BOHS policy is a morale project, it is a solemn promise from government. The nationwide implemen- tation of this huge project has certain difficulty, only if government departments pay high attention, functional departments work actively, the goal would be achieve.
