可转让排污许可证制度立法研究

Under the market economy the pollution discharge licenses which are in accordance with legal condition may he permitted to be non-gratuitously transfered. The non-gratuitous licenses must be on the basis of pollutant reporting and registration, on the precondition of total pollutant control and in the light of environmental standard. The transfer must be monitored strictly under the government. This system will effectively promote the pollution pravention through market mechanism and value law.
