突发公共卫生事件中我国网络意见领袖对政府举措的评价研究--基于新浪微博新冠肺炎数据

目的/意义]网络意见领袖代表着我国社会的中坚份子,在突发公共卫生事件中,他们对政府举措评价的好坏,间接反映了社会主流意见,对这些评价的分析,有助于优化政府应急工作。方法/过程]通过人工标注对网络意见领袖评价进行判断,利用统计分析、主题分析对数据进行挖掘,最终采用抽象归纳方法构建理论模型。结果/结论]意见领袖对政府评价呈现“央强地弱”的特征,也会从地方向中央传导。灾害严重程度、意见领袖类型、对政府的期待、政府外部竞争、政府外部威胁等外部因素,以及政府合法性、政府形象、政府道德、政府应急管理能力、政府应急管理绩效等内部因素,是影响意见领袖对政府评价的主要因素。

induction method to construct the theoretical model.Result/conclusion]Opinion leaders’evaluations of government show a character that“the central government is strong and the localities are weak”,and the evaluations can be delivered from the local to the central.The major factors influencing opinion leaders’evaluations of government include external factors such like severity of disaster,opinion leaders type,people’s expectation of government,outside competition and threats for government,and internal factors such like legitimacy of government action,government image and morality,government emergency management capacity and performance.
