区域卫生信息平台功能分级初步探讨

摘    要:美国医疗信息与管理系统学会(Healthcare Information and Management Systems Society,HIMSS)提出对医院信息化建设进行分等评级,对于引导医院信息化建设健康发展起到了正确的导向作用,目前我们还缺乏区域卫生信息平台功能分级的系统建设。本文在研究国内外区域卫生信息化建设及管理进展的基础上,结合厦门市民健康信息系统运行6年多的实践经验,提出对区域卫生信息化建设项目的功能进行分级评审的建议,使项目建设从方案设计阶段开始,就能将信息工程、医疗卫生保健业务、卫生行政管理三者有机结合,使各种区域卫生信息化项目尽快进入高级应用阶段。从技术实现的微观层面和社会管理的宏观层面进行分析,建议今后在项目设计阶段就应明确系统功能定位,分别对方案设计、施工、入网医疗卫生单位及卫生行政管理部门的职责提出明确要求,以期使项目功能设计至少在Ⅳ级以上,使各种区域卫生信息化项目避免设计、施工缺陷,尽快进入高级应用阶段。

Abstract:The EMR Adoption ModelSM made considerable contribution for the development of hospital information system. However, without explicit function criteria for regional health information platform (RHIP), the situation is not very optimistic. Based on the six years’experience of Xiamen RHIP, this article proposes to classify RHIP according to the functions. Starting from the stage of system planning and designing, three important fields should be integrated: information engineering, healthcare, health administration, so as to realize RHIP function as soon as possible. The article analyzed the possibilities from both micro and macro aspects. It suggests that new RHIP should confirm its function at the very beginning. It also makes clear requirements for system designing, implementation, healthcare facilities, and health administration. Hopefully, by employing this function criteria, RHIP will avoid deficiencies of designing, engineering, and implementing, and reach at least stage IV in the near future.
