借鉴美国经验 完善我国战略石油储备体系——访能源经济问题专家、中国能源经济研究院战略研究中心主任陈柳钦

随着中国经济持续快速发展,我国已经成为仅次于美国的世界第二大石油消费国,战略石油储备也已成为国家能源安全体系最重要的一个环节。由于起步较晚,中国战略石油储备的体系尚未完善。而美国的战略石油储备已有近百年的历史,其体系完善,经验成熟,规模、制度、储备方式方法等方面都值得中国借鉴。那么,如何借鉴美国的经验,尽快完善自己的战略石油储备体系?能源经济问题专家、中国能源经济研究院战略研究中心主任陈柳钦在接受本刊记者专访时做了回答。

Learning American Experience and Perfecting Our Strategic Oil Reserve

With the sustained, rapid economic development, China has become the second largest oil consumer in the world, after the United States. Strategic petroleum reserve also has become the most important link of national energy safety system. Because starts later, China strategic petroleum reserve system has not been perfected yet. But the U.S. strategic petroleum reserve history is nearly 100 years. It’s experience is mature,and it’s scale, system, reserve way method are all used for reference by China. So, how to learn from the United States, as soon as possible to perfect its strategic petroleum reserve system?
