广西县（市）科技工作现状与发展建议

【目的】总结广西县（市）科技工作成效和经验做法，以进一步推动广西县（市）科技工作，并使之更好地为发展生产、改善民生服务。【方法】在文献分析和调查分析的基础上，系统总结广西县（市）科技工作的成效及主要做法，分析当前广西县（市）科技工作存在的主要问题，提出进一步推动广西县市科技进步的建议。【结果】广西县（市）科技工作推动了县（市）科技进步、带动农民致富和财政增收、促进县域优势特色农业产业发展、增强了县域科技管理服务能力。主要做法包括加强科技兴县（市）工作的组织领导、构建县域科技创新体系、增强并拓展县（市）自身科技服务能力、营造基层科技进步工作环境等。但仍存在科技投入明显低于全国平均水平、管理机构不够健全和队伍不够稳定、地级市通过考核率较低、市（县）党政领导科技进步目标责任制考核尚未完全到位、县（市）参加科技进步考核的动力不足等问题。【建议】广西县（市）科技进步工作可从着力提升科技促进县（市）特色优势产业发展能力和县（市）科技成果转化推广能力、提高企业技术创新能力和农村科技服务能力、大力推进科技特派员农村科技创业行动、进一步提升县（市）科技管理能力以及强化组织管理、加大支持投入、加强宣传、建立健全激励机制等方面进行推动。

Status quo of science and technology work in counties (cities) of Guangxi and its developmental proposals

Objective]Accomplishments and experiences concerning science and technology work in counties (cities) of Guangxi are summarized in this ariticle to further promote better production development and improve people’s livelihood. Method]In line with literature and investigation analysis, principal effects and practices are systematically summarized, existing issues are analyzed, and suggestions are proposed. Result]Science and technology work in counties (cities) of Guangxi facilitate science and technology development, increase farmer and financial income, promote the development of special agricultural industry, and enhance the management and service capability of science and technology by strengthening the organization and leadership in science and technology work of counties (cities), creating favorable environment for grass-roots science & technology work, and so on. Nevertheless, there still exists many problems, such as low investment in Guangxi (which was obviously less than national average level), unstable work team, unsound management organizations, low approval rate, unclear responsibility system, and insufficient motivation for participating in the assessment of science and technology progress. Suggestion]The science and technology work in counties (cities) of Guangxi can be promoted from the following aspects: developing special advantage industries in counties(cities), improving capability of transforming science & technology achievements, enhancing technology innovation ability of enterprises and science and technology service ability in rural areas, vigorously motivating science and technology correspondents in rural areas to start new businesses,more enhancing science and technology management capability in counties (cities) further, strengthening the organization and management, enhancing support and investment, stepping up on publicity, and establishing and improving the incentive mechanism, etc.
