摘    要:“十一五”以来,中国石油集团公司坚持把强化目标责任落实和加强监督考核作为推进节能工作的重要保障,建立“十一五”节能目标责任制和年度目标考核制度:坚持把科技进步作为实现节能降耗的重要推动力,加快了技术示范和推广应用步伐,节能降耗水平稳步提升。目前面对的主要问题,一是能源利用水平总体不高,二是节能降耗难度日益加大.三是节能管理还比较薄弱。为确保实现发展目标.将采取加大结构调整与优化力度,全面实施十大节能T程,大力发展循环经济,开展重大科技专项研究,实施节能评估和审查,加强能源审计和监测,持续改进并启动能效水平对标活动,规范管理,夯实节能基础下作等应对措施。

Abstract:Since the eleventh "Five-Year Plan" ,CNPC has insisted on enhancement of realization of energy conservation targets and strengthening supervision and examination to help promote the effort of energy conservation,setting up policies on energy conservation target and examination system during the eleven "Five- Year Plan".CNPC also adhere to scientific research and development as an important method of energy conservation and loss reduction,accelerating the implementation of pilot projects and application of technologies to improve the level of energy conservation and loss reduction gradually.Major problems include low energy utilization rate,increasing difficulty in energy conservation and loss reduction,and weakness in energy conserva- tion management.Solutions include:further optimization of relevant ~systems;implementation of 10 large energy conservation projects ;development of recycle economy;initiating significant scientific research projects;evaluation and examination of energy conservation activities;enhancement of energy audit and monitor;sustainable im- provement of energy efficiency against target ;regulation of management and strengthening basic efforts of energy conservation.
