摘    要:总结了当前海绵城市推行中顶层设计系统统筹力度不够、内涵理解不足、因地制宜体现不够、海绵设施有待补充完善、低影响开发做法有待优化等方面的主要问题,提出了明确海绵城市内涵、加快推进海绵城市立法、完善海绵城市标准体系、科学编制海绵城市专项规划等相关对策建议,为"十四五"及未来"小雨不积水、大雨不内涝、水体不黑臭、热岛有缓解"海绵城市综合水系统(水安全、水环境、水资源、水生态)目标(水系统健康)的最终实现提供支撑。

Abstract:The main problems on process of sponge city construction are summarized,such as insufficient understanding of connotation,insufficient systematic coordination of top-level design,insufficient reflection of adopting measures suiting local conditions,sponge facilities need to be improved,low impact development practices need to be optimized,etc.Some countermeasures and suggestions are put forward,such as defining the connotation of sponge city,speeding up the legislation of sponge city,perfecting the standard system of sponge city,scientific compiling special planning of sponge city.All of this is to provide support for the ultimate realization of the sponge city comprehensive water system(water safety,water environment,water resources,water ecology)objectives(water system health)of"no water accumulation in light rain,no waterlogging in heavy rain,no malodorous black river,heat-island can be relieved"during the"14 th Five-Year Plan"in the future.
