To establish a harmonious society is the new concept of socialism. It should not only insist on the guidance of the scientific outlook of development, but also set up the new political culture. Therefore, it is important to form harmonious political thinking; cultivate modern citizens' consciousness and establish people's political common sense for us. At the same time ,we must distinguish "government viewpoint"from "public opinion"and eliminate the influence of Populism under the premise of human-oriented.
