| 摘 要： | 在分析知识产权文化概念的基础上,归纳了知识产权文化具有的四个特征。通过分析中国传统文化中的消极因素以及中国传统文化和西方文化之间存在的观念上的差异,指出中国要想改变传统文化,培育知识产权文化会有一个逐步发展的过程。中国政府在培育知识产权文化的过程中将起到主导作用,政府将通过制定鼓励创新的知识产权公共政策;增强知识产权宣传教育工作;加强知识产权行政执法来培育知识产权文化。
