我国各省医用耗材集中带量采购政策比较分析

目的:为完善我国医用耗材集中带量采购工作提供参考和建议。方法:检索收集2019年7月1日—2020年10月1日我国各省出台的医用耗材集中带量采购相关政策,采用文献分析法和比较分析法进行归纳总结。结果:各省在采购品种、采购量、分组规则、评审方法、价格降幅等方面存在差异。结论:采购品种遴选标准应透明化;应统一分组规则,并构建竞争格局;应先质量评价,再竞价谈判;多举措并行,提高医疗机构积极性;应规范约定采购量和剩余采购量分配,杜绝二次议价;坚持政府主导,保证中选产品质量。

Comparative analysis on China's volume-based procurement policy of medical consumables

Objective: To improve the volume-based procurement of medical consumables in China. Methods: By using literature review and comparative analysis, the policies associated with the volume-based procurement of medical consumables in all provinces in China during the period from July 1^st, 2019 to October 1^st, 2020 were collected. Results: The results revealed obvious differences in various provinces in terms of procurement varieties, procurement volume, grouping rules, evaluation methods and the price decline degree in each province. Conclusions: The selection criteria for procurement varieties should be transparent; grouping rules should be unified and a competition pattern should be established; quality assessment should be conducted before bidding and/or negotiation; multiple measures should be taken at the same time to incentivize healthcare institutions; the allocation of the negotiated purchase quantity and surplus volumes should be stipulated and standardized in order to avoid secondary price negotiation; and the procurement methods and mechanisms should adhere to the government-led principle to ensure the quality of selected products.
