| 摘 要： | 基于江苏省A市和B市城镇职工参保人异地就医住院的结算数据,采用描述性统计法及双重差分(DID)识别策略,估计了基本医疗保险异地就医“免备案”对异地住院人次、住院总费用及医保基金支出的实际影响。研究结果显示,取消备案会促使更多的本地参保人异地就医,且异地住院总费用显著增加(P<0.05),对医保基金支出的影响并不显著(P>0.05)。对“异地”与“本地”患者实施差异化的支付水平有助于降低医保基金支出风险。
