摘    要:提出运用理想点法评价DEA有效的决策单元的方法,对2007—2008年我国30个省(自治区、直辖市)的科技活动效率进行了分析并排序。结果表明:东部地区省份的规模效率排名比较靠前,而中、西部地区省份的纯技术效率排名比较靠前;中、西部地区省份科技活动的人力投入更多,当地有限的经济水平使得地区提供给高技术产业的财力和物力支持相对较少;东部地区省份的经济水平较高,对科技活动的经费和资源支持力度更大;东部地区和中、西部地区开展科技活动的路径依赖不同,中、西部地区比较偏重基础性的研发工作,而东部地区则更重视专利和技术成果转让。

Abstract:Using the ideal point model,this paper analyzes the S&T activity efficiencies of 30 provinces in China in 2007 and 2008.The results show as follows:the pure technological efficiencies of these provinces in middle and western regions rank first,while the scale efficiencies of those provinces in eastern region rank first;the investment in human power for S&T activities in middle and western regions is more than that in eastern region,because the limited economic level of the former is unable to provide more financial and material resources to support S&T activities;the economic levels of these provinces in eastern region are relatively higher,and these provinces provide more funds and resources for S&T activities;the path dependence of provinces in eastern region implementing S&T activities is different from that of provinces in middle and western regions,namely,the latter attach importance to basic research and development,and the former is more attention to patent and technology transfer.
