城市交通拥挤收费的双面性分析

摘    要:随着社会经济的快速发展,私家车拥有量的增加,城市交通拥挤问题日益严重。交通拥挤收费是交通需求管理的一种有效经济手段,对拥挤道路收费可以使交通拥挤所产生的外部成本内部化,达到优化交通资源配置的作用。通过分析交通拥挤收费的经济学原理、交通拥挤收费的优点以及它存在的一系列问题,得出了交通拥挤收费是一把双刃剑,并提出了对我国实施交通拥挤收费的启示。

Abstract:With the rapid development of the society and economy, the number of private cars is on the rising and the problem of urban road congestion has becoming serious day by day. Traffic congestion pricing is an effective economic means of transportation demand management. The charge of crowded roads can make the external costs which generated by traffic congestion into internal costs and optimize allocation of resources of traffic. The advantages and a range of issues of traffic congestion pricing based on the analysis of economics principle, shows that traffic congestion pricing is a double-edged sword in the paper. And the paper the enlightenment of implementation of China's traffic congestion pricing.
