| Abstract: | Taking the latest ITU Recommendation for speech coding (MP MLQ /ACELP)as a sample,the paper describes the development of the low bit rate speech codec.The paper compares the MP MLQ /ACELP codec with the Full Rate codec (RPE LTP)of the GSM system and introduces some features in technology and application of the low bit rate speech codec. |
