| 摘 要： | 针对传统WebGIS存在交互性差、响应速度慢等缺陷，通过对Flex技术的深入研究，提出了一套使用Flex技术开发WebGIS的应用框架，并对该框架实现的各个部分进行了详细的阐述，同时针对该框架存在Flex表示层不能很好的实现任务串行化组合调用的问题做了深入的分析，并且给出了具体的设计和实现方案。通过在辽河流域应急救援指挥系统中的应用表明，该框架不仅增强了WebGIS系统的交互性，而且大大的提高了系统的开发效率，并且对于Flex表示层的任务串行化组合调用模块也能够高效的实现，获得了很好的效果。
