摘    要:全球经济危机过后,远洋船舶运力过剩,航运企业普遍亏损,在这种态势下,人才无疑是企业最宝贵的财富。由于航运业的特殊性,其人力资源主要为船员和岸基工作人员两大类,船员的工作性质与岸基工作人员有很大的差别。文中主要研究建立航运企业针对两类人员的综合绩效评价指标体系和模型,运用多层次的模糊综合评价方法,获得各个指标权重及相应的评判值。并通过对某航运公司的人力资源进行评价证明了模型的有效性,为航运企业建立科学的人力资源绩效考评机制提供帮助。

Abstract:After the global economic crisis was over, ocean shipping capacity was excessive and shipping enterprises are gen- erally facing deficit. Under such conditions, talented people are undoubtedly the most valuable wealth of an enterprise. Due to the particularity of the shipping industry, the human resources are mainly divided into two categories of ship crew and shore based personnel. The nature of ship crew's work is greatly different from that of the shore based personnel. A comprehensive performance evaluation index system and model are established in the paper by utilizing muti-level fuzzy comprehensive evalu- ation method to obtain each index weight and the judging value. The human resource of a shipping enterprise is evaluated with the index system and the mode to prove the effectiveness of the model, providing assistance for shipping enterprises to establish their scientific human resource performance evaluation mechanism.
