摘    要:目的:了解武汉市公立医院运行效率的现状,合理规划医院的规模,优化卫生资源的配置。方法:通过DEA方法对武汉市23家医院2008年的运行效率进行研究,主要分析医院的投入、产出、效率的变化情况,并将二级医院与三级医院进行对比。结果:23家医院总体效率不高,三级医院运行效率比二级医院要好;二级医院中规模偏大和规模偏小的问题共存;对非DEA有效的医院进行管理,可以节省大量的卫生资源。结论:医院不但需要提高管理水平,引进先进的管理模式,提高医疗服务质量,还要结合医院自身的特点和功能地位,确定其合适的规模。规模收益递减的医院,应该更加注重医院内涵建设,规模收益递增的医院可以实行重组合并,共建医疗服务集团,提高医院的运行效率。

Evaluation on the Efficiency of 23 Hospitals in Wuhan by DEA

Abstract:Objective: To evaluate the efficiency of public hospitals in Wuhan City and make the rational planning of hospitals,and optimize the allocation of health resources.Methods: By DEA method,the efficiency of 23 hospitals in Wuhan in 2008 are studied mainly on the inputs,the outputs,and the efficiency changes.Besides that,the results of the tertiary hospitals and the second-level hospitals are compared.Results: The overall efficiency of these 23 hospitals is not high,and the efficiency of the tertiary hospitals is higher than the second-level hospitals;there exists the problems that the size of the second-level hospitals is either too big or too small;we can save a lot of health resources by managing the non-DEA efficient hospitals.Conclusions: So the hospitals not only need to improve the management level and introduce the advanced management model to improve the quality of medical services,but also should determine the appropriate size according to their own characteristics and functions.The hospitals whose returns to scale decreasing should pay more attention to the connotation construction of the hospitals,at the same time,the hospitals whose returns to scale increasing could implement restructuring and merging and build health care groups to improve the operating efficiency.
