关于城市商务区地下空间开发与控制的思考——以上海虹桥商务核心区为例

城市化进程的不断加快,促进了城市商务区的大规模开发与建设。通过对国内外城市商务区如日本品川、美国曼哈顿、法国德方斯以及北京商务区等的地下空间开发建设研究,以上海虹桥商务区为例对我国城市商务区地下空间的开发与控制进行了探讨,在城市商务区地下空间规模需求与预测、地下空间控制性详细规划的涵义、方法及特点、地下空间开发控制要素和指标体系框架、城市商务区地下空间开发机制等方面探讨了如何使商务区地上、地下空间的土地利用结合成有内聚力的整体,希望能够对我国未来城市商务区的地下空间规划建设提供借鉴。

Development and Control of Underground Space in Urban Business District:A Case of Shanghai Hongqiao CBD

Due to the accelerating process of urbanization, the large-scale development and construction emerge in urban business district. By referring to the underground space development cases of several business districts in metropolis at home and abroad, like Shinagawa(in Tokyo, Japan), Manhattan(in New York, USA), La Défense(in Paris, France), and business district in Beijing(China), this paper takes Hongqiao business district(in Shanghai, China) as an example to explore the development & control of underground space in urban business district in China. We argued how to combine space use both on and under ground into a cohesive whole in terms of the following four aspects: underground spatial scale demand forecasting; the meaning, method and features of regulatory detailed planning of underground space; controlling factors and indexes framework of underground space development; and the development mechanism of underground space in urban business district. The paper is expected to contribute some experience for the future planning construction of urban business district in China.
