| 摘 要： | 针对南水北调中线工程供水特点以及水资源配置中的突出问题,为了应对受水区水资源时空分布不均以及调水量周期性波动造成的特点,借鉴国际上先进的调水工程管理经验,提出基于供水管理与需水管理相结合的南水北调中线水资源配置机制,即建立“水银行”式管理模式,它可以弥补传统供水管理计划性分配的不足,并加强对受水区的需水管理。该模式有助于建立用水户节水的激励机制,有助于促进北调水与当地水的联合利用,是贯彻“国家宏观调控、准市场运作、企业化经营、用水户参与”思路的具体体现。

| Abstract: | The paper puts forward a mode of water allocation on the combined water-supply and water-demand management, drawing lessons from international advanced water management to solve the problems of uneven time and spatial distribution and periodical fluctuation of transferred water,that is, setting up the mode of water bank which can make up planned water-supply management and strengthen water-demand management in water receiving areas. The mode is helpto for encourage the mechanism of water saving and accelerae the combined using of transferred and local water, and it shows the main ideas of national macroeconomic control, quasi-market operation, enterprises management and water user participation. |
