| 摘 要： | 针对层次分析法中判断矩阵构造难,本文提出了一种具有谋略功能的层次分析方法,对定性因素与定量因素的比较判断,该方法简单、直观,且充分利用已知定量信息,全部工作可由计算机完成。实例表明,该方法是有效的与实用的。

| Abstract: | Based on the difficulty of judgement matrix construction, a policy-functioned analytic hierarchy process is proposed in the paper. The new method is simple and easy to understand ,and be able to utilize the quantitative imformation. The calculation can be finished by the computer. This method is effective and useful in practice. |
