The Dilemma of U.S.Cyber Deterrence and Its Impact on Global Governance in Cyberspace

After entering the information age,the United States gradually expanded its deterrence strategy to cyberspace.Based on its leading position in cyberspace,the U.S.deterrence strategy reflects offensive thinking which underlines defense forward and persistent engagement.However,the offensive actions'negative demonstration has rapidly worsened the cyber security environment,which leads to doubts about the effectiveness of U.S.deterrence strategy.The dilemma reflects that it is difficult for the U.S.to maintain its dominant position in cyberspace,and a new cyber ecosystem of multilateral,cooperative and co-governance is being formed,which will bring new development opportunities to cyberspace global governance.
