社会环境监测机构质量监管初探

环境监测服务社会化是大势所趋,对社会监测机构的质量监管迫在眉睫。论文以新乡市社会环境监测机构的质量监管为例进行探讨,以期建立评价机制对社会环境监测机构进行规范和引导。一是公开筛选能力强、业务全、信誉好的社会监测机构,供排污单位自行选择;二是加强事中、事后的质量督导检查,构建诚信监测体系;三是对入围的社会监测机构建立信用评价机制。同时,论文提出了加强质量监管的一些对策建议。

Exploration on the Quality Supervision and Management of Social Environmental Monitoring Institutions

The socialization of environmental monitoring service is the general trend,and the quality supervision and management of social monitoring institutions is imminent.This paper takes the quality supervision and management of social environmental monitoring institutions in Xinxiang City as an example to discuss,so as to establish an evaluation mechanism to standardize and guide the social environmental monitoring institutions.The first is to openly screen social monitoring institutions with strong ability,complete business and good reputation for the pollutant discharge units to choose independently.The second is to strengthen the quality supervision and inspection during and after the event,and construct the integrity monitoring system.The third is to establish a credit evaluation mechanism for the shortlisted social monitoring institutions.At the same time,the paper puts forward some countermeasures and suggestions to strengthen the quality supervision and management.
