| 摘 要： | 产业共性技术研发是企业间市场博弈走向竞争前技术角逐的主要手段。由于共性技术的外溢性、不确定性以及复杂性等特质，其研发面临巨大风险和高昂成本。本文在阐明共性技术研发主要过程的基础上，分析了影响共性技术研发的四大类23个风险指标因素，最后在组织构建、契约达成、技术预见以及政策调控方面提出对策建议。

| Abstract: | The R&D of industrial generic technology is the major means for the technologic rivalry before the enterprises market games trend to competition.The R&D faces huge risk and high cost because of the character of spreading,uncertainty,complexity,and so on.Based on clarifying the R&D progress of industrial generic technology,this paper analyzes 4 major and 23 concrete risk factors which influence the industrial generic technical R&D,and put forward the countermeasure in the aspects of setting up organization,reaching contract,foreseeing technique,also adjustment and control of policy finally. |
