上海的智慧城市建设应首先从顶层设计入手,建立一套面向未来"智慧上海"的规划体系和方法。通过纽约和维也纳的智慧城市规划的分析借鉴,探讨"智慧规划"与上海城市规划编制和管理的相互关系,进而提出了"智慧规划"的构想与应关注的几个问题"。智慧规划"这一创新理念,希望能引起更多对智慧城市建设中相关规划理念、方式及方法的思考。

Discussions on Improving Shanghai＇s Construction of Smart City by Using ＇Smart Plan＇

Shanghai should build a planning system and methods towards the concept of‘Smart Shanghai’ in the future, to achieve the construction Shanghai should focus on the‘top level design’. The paper analyzes the cases of New York and Vienna’s practice in constructing‘smart city’, while discusses the relationship between smart plan and the urban plan process and management system in Shanghai. It also puts forward key questions which should be focused during the smart plan. The paper hopes to give rise to discussion of the concept and methods of the new idea of smart plan during the construction of smart city.
