城市发展进程中周边小城镇规划建设研究——以广州市番禺区为例

以广州市番禺区为例 ,分析了城市发展过程中周边小城镇发展的有利条件和存在的问题。指出当前小城镇规划建设要取得好的经济效益、社会效益和环境效益 ,就要编制科学的城镇规划 ,并认真执行。要有效控制城市化过程中城镇建设的无序状态 ,将城乡结合在一起统筹考虑 ,防止产生新的“城中村”。提出了小城镇发展的三方面对策 :加大力度 ,消除小城镇发展在体制上的制约 ;建设工业小区 ,积极推进乡镇企业的集中发展和规模经营 ;统一规划 ,分片建设 ,使小城镇基础设施建设区域化。

THE PLANNING AND CONSTRUCTION OF THE TOWNS AROUND URBAN AREASWITH PANYU DISTRICT IN GUANGZHOU AS THE CASE

Favorable condition and the existing problems of the small towns around cities in the process of the urban development are analyzed with Panyu as the case in Guangzhou. Drawing up and implementing a good and scientific urban planning is essential to gain benefits economically, socially and environmentally. The unified thinking should be stressed in urban and rural development and the phenomenon of "village within city" should be prevented in the process of urbanization. Three concerning suggestions are provided: loosening the mechanism restrain; promoting the scale production of the township industry and developing in tracts with overall plan, and providing regional infrastructure.
