论贸易自由化与反倾销

随着各国贸易自由化的推进,世界范围内反倾销手段的使用呈明显上升势头。在这一现象背后,存在着深刻的经济原因:它一方面反映了各国在关税和传统非关税措施保护作用减弱的情况下,寻求替代性保护手段的需要;另一方面反映了各国遏制对方滥用反倾销的要求。在中国入世以后的贸易自由化过程中,应按照世界贸易组织规则合理运用反倾销,在有效保护国内产业的同时,遏制别国对我国滥用反倾销。

Trade Liberalization and Antidumping

There has been an increasing trend of using antidumping measures world-widely due to the national trade liberalization. Behind this phenomenon, there are profound economic reasons: a need of a protective alternative because of the weakening protective effects of tariff and traditional non-tariff barriers on the one hand and a necessity of restraining abuse of dumping from foreign countries on the other hand. In its trade liberalization after the entry of WTO, China should use antidumping rationally according to WTO regulations to restrain abuse of dumping from foreign countries so as to protect national industry efficiently.
