| 摘 要： | 服务型政府即政府通过有效的制度安排,引进市场与社会的力量,形成公共服务有效供给机制,以实现公正、透明、高效地为公众和全社会提供优质公共产品和服务的政府.为了有效地提供优质、公正和充足的公共服务,政府不再是公共服务供给的惟一主体.公共服务主体应该是一个多元主体参与的合作网络,政府必须与非营利组织、社区、民众和私人部门一起来共同治理,推行公共服务的市场化和社会化,构建充满竞争和活力的公共服务体系.

| Abstract: | The authors hold that the service government is one that helps promote the supply of public services by mobilizing the market and social powers through effective political measures.The government is no longer the sole service supplier in this sense,rather,the supplier is a multi-facet web consisting of many different agencies, organizations,communities,and individuals. |
