循环经济发展的若干思考

循环经济是一种新的经济发展理念和模式,因此要按照生态经济理论和科学发展观的要求,从高消耗、高污染、低利用向低消耗、低污染、高利用率和高循环率转变,以"减量化、再利用、资源化"的"3R"原则进行可持续发展经济增长模式。充分认识发展循环经济的重要战略意义也就是必须走资源消耗低、环境污染少的新型工业化道路上来,进入到经济结构调整之中,从而达到节约资源和保护环境的目的。

The recycling economy is a new concept and model of economic development.It requires,in accordance with the eco-economic theory and the scientific concept of development,the transfer from high consumption,high pollution and low utilization to low consumption,low pollution,high utilization and high recycling,thus achieving the sustainable economic growth under the guidance of "3Rs" principle(Reduce,Reuse and Recycle).Fully understanding the development of recycling economy is of important strategic significance to the establishment of new industrialized enterprises with low consumption,low environmental pollution.Therefore,the purpose of saving resources and protecting the environment can be reached.
