天然气市场开发战略设想

摘    要:我国天然气市场正处于从初期向发展期过渡的阶段。文章提出我国天然气市场开发的战略框架,逐步提高天然气在一次能源消费结构中的比重;抓住机遇,利用国内、国外两种资源,遵循市场经济规律,加强监管,政策扶持,引导市场,扩大内需,由点及线及面地逐渐展开;正确处理政府行为与市场的关系,形成全国统一、有法可依、竞争有序的天然气市场;加强管道、储气库、进口LNG储运等基础设施建设,建立合理的价格机制,立法先行;加快东北地区、环渤海、东南沿海、天然气产气区市场的开发,尤其是做好西气东输工作;战略步骤分为2010年前和2010~2020年两步走。最后提出我国天然气市场开发战略的实施对策。

Abstract:Now the gas market is being in the transitional stage from the beginning period to the developing period in China. The strategic idea of gas market development is proposed in China to increase the ratio of natural gas in the structure of primary energy consumption gradually. The concrete method is to seize the opportunity, utilize both domestic and foreign resources, follow the economic law of market, enhance the supervision and management, make the preferential policy, guide the market, enlarge the domestic demand and expand from points to lines to area step by step. The relationship between the government activities and the market should be treated correctly to form the gas market, which is uniform all over the country, has rules to follow, and is competitive in order. The construction of infrastructures including pipelines, gas storages and facilities for transposition of the imported LNG etc. should be enhanced. The proper pricing mechanism should be set up. Law making should be in advance. The market development should be speeded up in the gas producing areas including the northeast region, the Bohai surrounding region and southeast coast region. Especially, the advantages from “West east gas transmission” should be sufficiently used. The strategic stages are divided into 2 periods. The first is before 2010 and the second is from 2010 to 2020. At last, the practical measures are proposed to perform the development strategy for gas market in China.
