建设生态文明的系统思考

建设生态文明第一次作为重要命题纳入党的全国代表大会政治报告中,切中时需,意义深远.本文就此论题探讨其系统工程深邃涵义,从体会其背景、渊源出发,浏览我国的生态优势、资源家底和利用、开发现状,初步扫掠已有瑕不掩瑜的不足和亟待补苴罅漏的缺陷.为此,对我国的可再生能源开发前景、能耗和环境负担、淡水紧缺作了一般表述.接着侧重人文背景和文化构造直通生态文明涉及人的行为的一面.最后按照党的十七大报告所指出的几个重点领域,以系统反思形式做了初步讨论.

System Pondering over Promoting Conservation Culture

TO construct a conservation cluture as an important proposition, has been brought into line of the political report of the National Congress of CPC. It adapts the needs of the developing conditions and has profound significancs. This paper discusses just this issue in systems engineering thinking, involving the issuers background, the fountainheed, the ecological situations, resource conditions and their use and exploitations, also some infufficiancy or drawback, if any. So the paper sidcribes the prospects of the renewable energy resources, energy consumption and environment load, shortage of fresh water, than about the humane backgound and the clutural structure through the human behaviors. Finally, according to some of the improtant fields of the report of the 17th National Congress of CPC, the paper draws a tentative conclusion.
