It is a significant objective of socialistic modernization to develop socialistic democratic polity and construct socialistic polity civilization. To develop socialistic democratic polity, the most essential is to keep the combination of the Party's leadership, people being the host and ruling by law. To keep the Party always proceeding in the front rank of the time when developing market economy and democratic polity, we must set up the basic frame of socialistic polity civilization, under the direction of the thought of "Three representatives", to protect the long-term stability and permanence of the Party and our country.
