摘    要:大量化石能源消费和碳排放,是大气污染、气候变化的主要原因。加快发展可再生能源,减少对化石能源的依赖,构建清洁、低碳、高效的能源体系,是解决人类面临的环境污染、气候变化,及实现能源可持续发展的重要举措。近年来,中国大力发展可再生能源,水电有序开发,风光发电“跨越式”发展,规模居世界首位。与此同时,由于统筹协调力度不够,风光发电暴露出发展不合理、利用不充分等问题。以风光发电科学发展为主题,在分析发展效益和影响的基础上,从战略、规划、管理、技术等多个方面,提出合理的发展思路和政策建议,为全面促进行业高质量发展提供参考。

Abstract:Large amounts of fossil fuel consumption and carbon emissions are the main causes for environmental pollution and climate change. Accelerated devleloping renewable ernergy, reducing reliance on fossil enery, building a clean, low-carbon and efficient energy system is the key to solve environmental pollution and climate change problem and achieve sustainable energy development. In recent years, China has kept its energy saving and emission reduction commitments by developing hydro, wind and PV power, which has already ranked first in the world. Meanwhile, wind and PV power development also has exposed problems such as irrational and insufficient utilization due to uncoordinated development. Focusing on scientific development of wind and PV power in China, this paper analyzes the benefits and impacts of wind and PV power development, and puts forward some reasonable development ideas and policy suggestions from the perspective of energy strategy, planning, management and technology, which can be used as a reference for the high-quality development of wind and PV power.
