缩小贫富差距:效率与公平功能失位下的回归

从分配过程的功能角度入手进行分析,发现在过去相当长时期内我国初次分配与再次分配功能失位是贫富差距扩大的一个主要因素。因此,为缩小贫富差距,应杜绝非市场化的不合理分配方式的存在,使初次分配回归其效率功能;充分发挥税收收入调节功能、扶贫维稳功能、社会保障"安全阀"功能,使再次分配回归其公平功能;并在此基础上协调好初次分配与再次分配的关系,最终达成收入分配力量方面的对立性均衡。

Narrow the Gap between the Rich and Poor: the Regression of Loss-of-function of Efficiency and Fairness

Analyzing from the angle of distribution process’s function,we found that it was one of the major factors caused a widening gap between rich and poor for losing the function of the primary distribution and re-distribution in the past long period of our country.Therefore,in order to narrow the gap between rich and poor,we should put an end to the non-marketization irrational distribution,make the primary distribution return to their efficiency function;give full play to the adjustment function of the income tax,the steady function of poverty alleviation and the function of social security "relief valve",make the re-distribution return to the fair function;and on this basis to coordinate the relations between the primary distribution and redistribution,and finally reach the opposition equilibrium of income distribution power.
