2010至2012年安徽省卫生资源配置的公平性研究

目的 从人口和地理角度分析评价2010至2012年安徽省床位、执业（助理）医师和注册护士三种卫生资源配置的公平程度,为促进安徽省卫生事业的发展提供依据.方法 采用洛伦兹曲线和基尼系数对安徽省16个市的医师、护士和床位配置的人口和地理公平性进行测量.结果 卫生资源在人口配置和地理配置上已经达到较好的公平性,但是注册护士的资源配置公平性相对较差,各地区之间卫生资源的分布尚存在一定差距,医护比例尚未达到国家标准.结论 政府应从加大财政投入、实行区域卫生规划等进一步加大对护士等卫生资源的配置,并把提高卫生资源配置效率作为新的发展目标.

Research about balance of health resources distribution engaged by Anhui Province from 2010 to 2012

Objective To analyze and evaluate the fairness of the allocation of three kinds of health resources,namely beds,practi- cing （assistant） doctors and registered nurses of Anhui province from 2010 to 2012 from the demographic and geographic perspective, in order to provide a basis for the promotion of the health development in Anhui. Methods The fairness of demographic and geographic configuration of practicing physicians ,nurses and beds was measured using the Lorenz curve and the Gini coefficient in 16 cities of Anhui province. Results Aquatic resources in the population and geographic configuration were configured to achieve better fairness. However, registered nurse showed relatively poor resource allocation fairness, and there were still some gaps in the distribution of health resources between regions, and the proportion of health care did not reach the national standard, Conclusion The government should increase financial input and implement regional health planning. Increase of the allocation of resources for health equity and improvement of the efficiency of the allocation of health resources should be new development goals.
