| 摘 要： | 体育发展战略的研究,一直受到政府有关决策部门和专家学者的高度重视,能否制定符合实际并具有前瞻性和可操作性的高水平的战略方案,需要丰富的理论加以支撑,避免将操作的有效性误做战略的有效性。对体育发展战略的概念、体育发展战略研究的要素、制定体育发展战略的原则等基本理论问题进行讨论,有利于提高体育发展战略研究的科学性。

| Abstract: | Government policy-making departments and expert scholars attach great importance to sports development strategy research.To develop realistic forward-looking and feasible high-level strategic program needs theoretical support to avoid confusing im-plementation with strategy.The paper discusses the basics such as the concept of sports development strategy,the elements of sports development strategy research,the principles of drawing up sports development strategies and etc to improve the scientificity of sports development strategy research. |
