资本市场矿产资源信息生态系统研究与应用

本文根据信息生态系统理论,首次对资本市场矿产资源信息生态系统内涵,以及矿产资源信息、信息人、信息环境等构成要素进行了定义,分析了资本市场矿产资源信息生态系统特点,并对主要影响因素进行分析;然后以澳大利亚资本市场矿产资源信息生态系统应用为研究对象,剖析其系统构成、系统运行特点及优缺点,并以此重新审视我国矿产资源信息生态系统构成要素和运行特点,认为我国资本市场矿产资源信息发布要求不统一、信息人责任不明确、矿产资源信息环境不健全是目前阻碍矿业资本市场发展的主要问题。通过研究,本文提出应以矿产资源信息系统“三要素”为基础,制定我国资本市场矿产资源信息公开报告规则,建立权责清晰明确的胜任人制度,进一步促进我国资本市场矿产资源信息生态系统发展。

Research and Application of Information Ecosystem of Mineral Resourcesin Capital Market

Based on the theory of information ecosystem, this paper defines the connotation of the information ecosystem of mineral resources in the capital market for the first time, as well as the components of the information ecosystem of mineral resources, information people and information environment, and analyzes the characteristics of the information ecosystem of mineral resources in the capital market.Taking the application of mineral resources information ecosystem in Australian capital market as the research object, the paper analyzes its system composition, system operation characteristics, advantages and disadvantages, and examines the components and operation characteristics of China"s mineral resources information ecosystem, and concludes that China"s capital market does not require the release of mineral resources information At present, the main problems that hinder the development of mining capital market are the unity, the unclear responsibility of informant and the imperfect information environment of mineral resources. Based on the "three elements" of the information system of mineral resources, this paper proposes that we should establish the reporting rules of disclosure of mineral resources in China"s capital market, establish the competent person system with clear rights and responsibilities, and further promote the development of the information ecosystem of mineral resources in China"s capital market.
