摘    要:市场竞争日趋激烈,国有企业人力资源开发和管理工作的重要性凸显,企业应及时转变旧的人事管理观念,建立全新的、系统的人力资源管理理念.人才是现代企业发展的源动力,国有企业,特别是欠发达地区国有企业的自身特点已决定了其人力资源开发必须眼睛向内,积极开发、培养适合自身发展需要的人才.

Abstract:The market competition is becoming more and more fierce. The importance of human resources development and the management of the state - owned enterprises is more marked. An enterprise needs to change the old ideas and set up new and systematic ones of human resources management. The telented people are the source power of the development of modem enterprises. The characteristics of the state- owned enterprises,especially less-, developed ones must take measures to actively develop and train the talented people to satisfy the needs of itself development.
