| 摘 要： | 上网电量及电价模式设计是BOT电源项目合同谈判过程中最重要、最核心的组成部分之一的购电协议(Power Purchase Agreement, PPA)的核心内容,将直接决定了投资者在特许期内的收益和利润.提出了东道国政府不承诺电源年最低利用小时数(年最低净输出电量)、BOT项目公司按照电厂可用容量及实际上网电量收费的两部制上网电价模式机制设计,以期能为我国电力集团公司在海外进行BOT电源项目投资提供一定的借鉴.

| Abstract: | Having direct effect on the benefit and profit of investors during the concession period,the on-grid electricity volume and the tariff mode are the essential issues in the Power Purchase Agreement(PPA) which is one of the most important documents of the BOT power supply project.The design of the two-part tariff mode mechanism is proposed,in which the host government does not promise the minimum availability hours(annual minimum net outputs) of the power supply, and the BOT project company charges according to the available capacity of the power plant and the actual on-grid electricity volume. |
