农用地分等成果在耕地占补平衡中的应用--以浙江省为例

研究目的依据农用地分等理论及成果,分析浙江省耕地占补平衡面临的问题,探讨耕地质量占补平衡的评价方法,并以浙江省农用地分等成果进行实证研究.研究方法文献资料法和实证分析法.研究结果依据农用地分等规程,运用利用等作为划分耕地等别标准,以标准粮产量为基准计算等别之间折算系数.研究结论建立耕地占补平衡折算体系,完善耕地占补平衡相关政策和制度,建立有效的评价和监督机制,保持耕地的农业综合生产能力.

Application of Farmland Gradation in the "No Net Loss of Cultivated Land" Policy--A Case Study of Zhejiang Province

the purpose of the paper is to analyze problems of "No Net Loss of Cultivated Land" in Zhejiang Province and explore relevant evaluation methods by the theory and results of farmland gradation.Methods of documentation and case study were employed.Farmland use grade was used as the criteria for cultivated land gradation and the standard grain output was applied as the base for grade conversion.In order to maintain comprehensive productivity of cultivated land,effective evaluation system and supervision system have to be set up to perfect the policy of "No Net Loss of Cultivated Land".
