2006年4月1日开始实施的<城市规划编制办法>首次以法律的形式确定了城市规划的公共政策地位,同时增强了总体规划编制的严肃性,扩充了规划内容.城市规划编制办法的不断完善,反映出近期我国城市规划发展的三大态势:规划从技术手段走向公共政策;注重公众参与,规划成为一项公共事业;紧密结合国情,中国的城镇化道路更具中国特色.

A Look at the Urban Planning Development in China through the New Formulation Method for Urban Planning

The Formulation Method for Urban Planning, which began to be in force from April 1, 2006, has confirmed for the first time in the form of law the formulation that urban planning is a public policy. In the meantime it has also enhanced the seriousness of the formulation of the master plan- ning and expanded the scope of the planning. The steady perfection and development of the formula- tion method for urban planning has reflected three major trends in urban planning development in China in recent years: planning going from technical ap- proach to public policies, attention paid to public participation and planning becoming a public undertaking; planning closely associated with the actual situation in China with more Chinese charac- teristics in urbanization.
