城镇化背景下的新型农村社区管理体制构建

把新型农村社区纳入城镇体系,是加快推进新型城镇化、实现经济社会协调发展的重要途径。在新型农村社区建设背景下,中国农村社会结构正在急剧经历由传统向现代转型,相应的管理和运行机制应当及时改革和创新。以POET生态复合体理论作为工具,分析构建新型农村社区管理机制的必然性,并在此基础上树立以人为本、民主和谐的服务型理念,界定乡镇政府、村委会、经济组织的职责,构建多元主体、互动协作的网络化结构,完善上下联动、多元参与的民主协商机制,形成"重心下移、突出服务"的新型农村社会管理体制。

Structure of New Rural Community Management System under the Background of Urbanization

The introduction of new rural communities into the urban system is an important way to accelerate new urbanization and achieve coordinative development of society and economy. Under the background of new rural community construction, China＇s rural social structure is facing a sharp transition from tradition to modem, therefore management and operation mechanism should promptly be reformed and innovated. We took POET eco-complex theory as a tool to analyze the inevitability of building the management mechanism of new rural communities. And on this basis, we should establish a service-oriented philosophy with people-centered and democratic and harmonious, define the responsibilities of township governments, village committees and economic organizations, build a network structure with multi-body and interactive collaboration, perfect consultation mechanism with vertical linkage, pluralistic and participatory democracy, and form a new rural social management system with the center of gravity and outstanding service.
