摘    要:合理的输电价格是建设电力市场的重要基础。对英国改进的输电过网费定价机制进行研究,梳理英国输电定价改革历程,总结改进前后输电定价机制的区别,对改进的模型进行分析。利用7节点和IEEE 14节点系统算例对改进的输电过网费模型进行运用,分析其引导发电机和负荷投资的有效性。相比于改进前的方法,改进的输电过网费定价方法可有效区分不同发电技术的过网费,且可以促进可再生能源的发展,可为中国输配电定价提供借鉴。

Abstract:Reasonable transmission pricing is an important basis for the construction of the electricity market. The improved transmission network use of system (TNUoS) charging methodology in UK is studied in this paper. The paper reviews the process of the transmission pricing reform in UK, summarizes the differences between the transmission pricing mechanisms before and after the improvement, and analyzes the improved DCLF ICRP model. The improved model is applied by using the example of 7-bus and IEEE 14-bus system, and it's effectiveness in guiding the generator and load investment is analyzed. Compared with the methodology before improvement, the improved methodology can effectively distinguish the TNUoS tariff of different power generation technologies, and promote the development of renewable energy, which can provide reference for the transmission and distribution pricing in China.
