| 摘 要： | 以现有电信网络资源为基础，通过引入独立的网络设备及开放的技术标准来承裁多种业务，平滑地过渡到以软交换为核心、以综合、开放的网络构架为特征，提供语音、数据和视频等多种综合业务的下一代网络(NGN)。
