摘    要:在电力市场环境下,有效输电能力(ATC)是调度员进行区域间联网互供运行操作的一个重要技术指标和市场信号。在ATC的计算中,动态电压稳定必须作为一个重要的约束因素。为了保证开放的互联电网的安全稳定运行,必须每隔一个时段,更新一次ATC数据并向电网的全体使用者公布。文中指出了准确的在线电压稳定预测对及时、准确地更新ATC数据的重要性,提出了一种运用准稳态(QSS)逼近方式对考虑动态电压稳定约束的电力系统有效输电能力进行计算的新方法。在一个典型测试系统上,分别用该方法和全时域仿真方法做了仿真计算。计算结果表明,该方法能够满足计及动态电压稳定约束的ATC计算的准确度要求,同时,其计算速度是后者的10多倍,能够适应实时运行的需要,有效地满足了计算速度和准确度两方面的要求。

Abstract:Under the environment of power market, available transfer capability (ATC) is an important technology index and market signal for the dispatcher in the operation of inter-connected power system. Dynamic voltage stability must be incorporated as a crucial constraint in the determination of ATC. To satisfy the safe operation of open access inter-connected power system, updating and posting the ATC values at regular intervals is required. In this paper, the significance of on-line voltage stability assessment with acceptable accuracy for updating ATC is pointed out, and quasi-steady-state ( QSS) approximation of long-term dynamics is introduced to evaluate ATC with dynamic voltage stability constraints. On a typical test system, the QSS approximation and full-time-scale simulation are performed separately. From the results, it shows that the proposed scheme can evaluate ATC with dynamic voltage stability constraints at acceptable accuracy, while its calculation speed is more than 10 times with the latter, and can meet the real-time requirement. So it can satisfy both the evaluation speed and the accuracy effectively.
