摘    要:根据国家绩效考核要求,上海市第一人民医院完善了绩效管理模式,在医疗安全质量、疑难危重症诊治、大型复杂手术开展和日间手术激励等多个维度强化考核,使绩效管理制度化和动态化,绩效分配更为科学合理。同时进行持续优化,包括发展优势病种,持续跟踪质量,优化资源配置,创新服务流程,夯实信息化基础,落实成本管控等措施。实践后,门急诊人次、住院人次和手术量显著增加,三四级手术率呈升高趋势。认为绩效管理提升了医院的医疗水平和服务质量,有效推动了医院高质量发展。

Abstract:According to the requirements of national performance assessment, Shanghai General Hospital had improved its performance management mode and strengthened it from multiple dimensions such as medical safety and quality assessment, diagnosis and treatment of difficult and critical cases, implementation of large complex surgeries and incentive of ambulatory surgeries, so as to institutionalize and dynamic performance management and make performance allocation more accurate. Furthermore, continuous optimization should be carried out, including the development of superior diseases, continuous quality tracking, optimization of resource allocation, innovation of service process, consolidation of information construction, implementation of cost control and other measures. After practice, outpatient and emergency visits, inpatient visits and operations increased significantly, and the rate of third-grade and fourth-grade operations showed an increasing trend. It was concluded that performance management improved the medical level and service quality of the hospital, and effectively promoted the high-quality development of the hospital.
